Here is the low poly environment I used as collider for the simulation.

I made the cloth simulation with these objects in order to tweak the settings on the fly, and I wrapped the high poly meshes on them.
I added few force fields (volume curve) in addition to the wind, to influence the behaviour of the leaves, to have a global way.
Moreover, I put a turbulence field on the ground to push up the leaves.
